"format as same below" option as default when inse

I want to use "format as same below" option as default when I insert a row. Could you please tell me how can I do it?

I have a spreadsheet on which I constantly need to add a new row below the top two rows. My first two rows are formatted differently from the rest of the file. When I insert a row below them, Excel formats it automatically as same above, which I have to change manually each time. I want it to format inserted row as same below, not as same above. Please help.

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)

The most easy solution which comes to my mind is to insert an extra hidden row (row 3).
