Unable to Save Blank Form with Mandatory Fields

I have a macro to prevent users from saving a file leaving mandatory fields blank.

The problem is that I cannot save the file with the blank form because the macro prevents me from doing it.

If you are just referring to your actually being able to save the modifications you do to the workbook, you just need to enter design mode and the code will no longer execute.
