Format a date within a Concatenate function

For this formula, the value in Sheet1!E4 is a date (MM/DD/YY). It pulls it as a number here. Anyway to format this as a date.

=CONCATENATE("Flash Report for the Week Ended", " ",Sheet1!E4, " ","(000's)")

Try:

="Flash Report for the Week Ended "&TEXT(Sheet1!E4, "mm/dd/yy")

Not sure I understand, but is it:

="Flash Report for the Week Ended "&TEXT(Sheet1!E4, "mm/dd/yy")&"(000's)"
