What the heck is this weird blue symbol I've never seen before?

I have a spreadsheet that I update and there is a weird blue symbol at the bottom left I have never seen before.

When I click the line below the symbol it will disappear and then when I click the line where it was previously it reappears.

It also puts a blue outline around all the text that is definitely not the page break preview line.

I can't get rid of it!!!

Excel Facts

Control Word Wrap
Press Alt+Enter to move to a new row in a cell. Lets you control where the words wrap.
Get in the blue outline, then:

Data | List... | Convert to Range.

Its a "List" - you can find out more about that later I guess.
