Add a percent to a dollar amount HELP!

I've been sitting here forever trying to figure out how write the formula to add a percent to a dollar amount.
$26.24 is in L46 and I need to add 19% to that. I've tried =L46+19% but it reads it as $0.19 and returns a value of $26.43 instead of $31.23. Can anyone help?????
 

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
