I would like to set conditions up for each zone and have excel assign, help?

Hi, I attached a screenshot of what I'm trying to accomplish:

I'm trying to assign certain home addresses to zones that I set the conditions for.

Check out the screenshot and maybe you can help?

Also FYI there will be hundreds of zones as the end result of my work, I think that may affect your answer!

OK, *sigh* last try I guess. Bumping for suggestions on directions to go to get an answer to something like this? If nothing I guess I will just let this one die.
