Circular Reference grayed out

My user has a large workbook with circular reference errors on every single tab. I have tried to chase down the errors but have had no success; in fact, I can't seem to find any circular references that exist. However, when I go to FORMULAS, FORMULA AUDITING, ERROR CHECKING the Circular Reference option is grayed out on every sheet.

Can someone tell me why it is grayed out and how to get rid of the errors without it?
