I have a database that looks like this

A

1287
1287-3345
1287-6785

I want to write a formula that can count the number of times 1287 has occured in the same column.

Try:

=SUMPRODUCT(ISNUMBER(SEARCH(E1,A1:A3))+0)

where A1:A3 is the range of interest and E1 houses the target value to count.

Addendum: If the range of interest houses text-formatted entries only,

=COUNTIF(A1:A3,"*"&E1&"*")

will suffice.
