Conditional formatting on calculate

I have a worksheet with live streaming market data. I want to be able to highlight a cell when a new value appears. New values fire the "Calculate" event, but that event does not give me the calculated cell.

The goal is to have a sheet of many different data streams, "blinking" as the market ticks.
 

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
