Select your data (A1:C1 in your example), then go to Format-Conditional Formatting. Under Condition 1, change Cell Value is to Formula is, and type in the following formula (taking note of the absolute references - dollar signs):
=A1=MIN($A$1:$C$1)
Then click the Format button, and go to the Patterns tab and format as you like.
