concatenate dates

In my spreadsheet columns L through O contain dates:
L - Planned Start Date
M - Actual Start Date
N - Planned End Date
O - Actual End Date

In column P I an concatenating the dates to give me a start - end using the following:

=IF(M7190="",L7190,TEXT(M7191,"mm/dd/yyyy"))&" - "&IF(O7190="",N7190,TEXT(O7190,"mm/dd/yyyy"))

The result is not giving me the dates, just the number equivalent.

What am I missing?

Is there a shortcut key for strikethrough?
Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.
You need to have all dates enclosed in TEXT function, try like this

=TEXT(IF(M7190="",L7190,M7190),"mm/dd/yyyy")&" - "&TEXT(IF(O7190="",N7190,O7190),"mm/dd/yyyy")
