Running Excel on Webserver

I want to run an Excel Template from a cgi script. The cgi script is written in Perl and the webserver is Apache. When I run the Perl script on the system it works fine, but when I try to run it throught the web interface it hangs. I believe this may be because there is no known display to run the Excel in. Is there a way to do this?
