help with time formula

I'm trying to convert 7hours and 21minutes into a decimal 7.35 using only one cell to record the conversion. The formula for conversion is .21/60*100 The problem is the 7hours is in the same cell.

=A1*24

where A1 houses an appropriately formatted time value like 7:21. The cell that houses the above formula should be formatted as General.

If 7:21 is produced by a formula in some cell, say, A2, then change the formula in A2 to:

=(the-formula)*24

and format this cell as General.
