Selecting a row based on a date in a cell

I have 4 spreadsheets that allow the user to enter weekly data. Thata data is summarized by week for the District. That data then needs to be summarized by District for The Region. My question is this:
Row1 from user1 is = week1
Row2 from User2 is = week1
Row3 from user3 is = week1
Row4 from user4 is = week1
Row5 is a total of all four users for the district.
On another sheet I have:
Row1 = District1 for week1
Row2 = District2 for week1
etc.
The weekending dates are in column A of each row.
What I want to do is something like =if(B5 <> "" (note A5 has week ending date)then copy DistrictRow5 to Region Week1, if(B11(note A11 has week ending date)then copy DistrictRow5 to Region Week2) etc.
Can this be done or am I making this to hard.
