Creating a formula for time

What I need done is to change time. Example I need to be able to change hours into a whole number. 1 hour and a half. into 1.5. That is the best I can explain this.

Pressing F4 adds dollar signs when editing a formula. When not editing, F4 repeats last command.
1.5 isn't a whole number. Are trying to covert the text "1 hour and a half" into 1.5 or 1:30 into 1.5? Be more specific...

If A1 contains 1:30 then...

=A1*24 produces 1.5 when formatted as General
