LOCKED EXCEL SHEET

Our company has made an Engineering Change sheet and locked it. When someone accesses it, they are supposed to rename the file to the particular name per company standards.
When just typing in the particular areas works fine, when someone tries to paste or insert a small picture (e.g. part of a drawing) they get the message "Microsoft Excel cannot paste the data"
How can I get rid of this but still keep certain parts of the sheet protected

I'm taking a wild guess here - but under Toolsprotectionprotect sheet do you have the Objects checked for protection? If so, can you get away with removing Object protection (I'm not sure how to unlock a specific object for example).
