combining a linked date with text

I am trying to link a date value into a cell that also has text. When I do this, the date value converts a #. My formula looks like this: (where A1 is a date)
="as of :"&A1
I've also tried using the text function to convert the # back to a date, like this:
="as of "&TEXT(A1,"date")
But this returns "as of 31at2002".

The only way I can get the date to look like a date is to put it in its own cell, but this doesn't look smooth.
