Easy bullets in Excel
If you have a numeric keypad, press Alt+7 on numeric keypad to type a bullet in Excel.

$ signs are used to construct absolute and mixed references. Actually, $45$+$78$, is nonsensical. However, $45:$45, would be an absolute reference to row 45. When you're copying and pasting formulas on a worksheet $ signs behave as though they were anchors.
