custom toolbar

I've created a custom toolbar complete with customised icons (buttons) and associated it with my spreadsheet.

But:

Is it possible to protect the format of the toolbar so that if it gets deleted, when I re-load it the icons remain customised instead of defaulting to the smiley?

Is it possible to protect a toolbar from getting deleted?

all ideas appreciated!
