Database Query .CSV update problem

I'm importing data into Excel 2000 using Database query, the database is a .csv file. When I first set the query up it works fine, but once the database changes (new data is added to the .csv file), and I try to refresh the query in excel, I get an error message. What am I doing wrong?

Copy a format multiple times
Select a formatted range. Double-click the Format Painter (left side of Home tab). You can paste formatting multiple times. Esc to stop
I will be working on a project in the next few weeks which will be doing an import from a .csv file to an excel file. I am interested in more info on this topic as well.
