Conditional formatting problem?

I am have two worksheets in my excel document and I am trying to create a conditional formula between the two worksheets. Worksheet one is called New Monthly Expenses and worksheet 2 is called Income. I have one cell in each worksheet that needs to always match and I wanted to create a conditional formula to change colors when they don't match. I have no problems when I do this within the same page, but I can't seem to make this work when doing it between two different worksheets. I am trying to make (cell E474 in worksheet called New Monthly Expenses) to equal (cell n59 in worksheet called Income) and if they don't equal, I want them to change colors.
I have been trying formulas like this.... ='NEW MONTHLY EXPENSES'!$E$474<>'$ INCOME $'! (and then from here it won't let me select the cell in the other worksheet).

Any suggestions?

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
