Macro net storage workbook, permissions, change log

Ask for help with realization. There is a book (in the network storage) in the general access for many users. Usually open it separately. One user works - another can't .

In the book everyone user has the own sheet on which can makes changes. Other users sheets access must be only on "view".

Exclude general sheet on which all can make changes, but needs change log on each network user (who changed when and what).

So:

Nessesary access via network for simultaneous work of all users;
  1. Access to the book for simultaneous editing via local network.
  2. Each user has access only to the own sheets,, other sheets are available to viewing only. And each user has access to the general sheet (1st in workbook) "on edit", but change log of each user is must conducted.
I am at a loss with realization as to carry out it and not to overload the change log. Beautiful and simple realization on me obviously cries.
