return a value based on several conditions...

What I want is a value return if several conditions are met. If x< .25 then return 0. If x is between .299 and .399 then return .25...and so on. Is this possible?

Sure thing. You can either use a nested if statement (up to 7 in one formula) or a vlookup.

In your example:

=IF(A2<0.25,0,IF(AND(A2>0.3,A2<0.4),0.25,IF(next criteria and so on ))

I'd give you a better formula if I knew all your conditions.
