Multiple row height formatting

ok.. here's a tough one. I actually need to set all row heights in a spreadsheet to 'Auto-Fit', but I also need newly inserted empty rows to have a MINIMUM height of 60. Is it possible to change the default height for new rows?

What is the shortcut key for Format Selection?
Ctrl+1 (the number one) will open the Format dialog for whatever is selected.
