Is it not just:

=MAX((0.01*I139)/(1+0.01*'Master Illustration'!$H$43/1000),(0.01*I139)/(1+0.01*'Master Illustration'!$H$43/1000), SUMIF('Master Illustration'!$D$12:$D$43,">0")*0.02)
