Conditional formatting based on a different cell

I would like to apply conditional formatting to several cells depending upon the value of a single (different) cell... Is this possible without code?
 

Excel Facts

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
