Project Timeline with multiple events

Upper management has requested a complicated timeline (to me) and I'm not sure where to start.

The timeline will contain multiple projects. Each project will contain multiple events. Each event will have a scheduled start and finish date as well as an actual start and finish date. Some date fields will be blank. If one of the event finish dates is surpassed before the event is completed the "indicator" should change color - say from green to red. This line could be broken up into segments for each event.

A project could be behind schedule at one point but then get back on schedule during the next event. The list of projects could be very long and the number of events could be extensive. Which events will be used has not yet been deterimined.

Here is a small example. I have looked at several timelines but I have not seen anything that has multiple events. This single project would be shown on one line of the chart and there could be several lines of projects. I hope that makes sense. The Field AF date was intentionally left blank.

SS = Scheduled Start Date
AS = Actual Start Date
SF = Scheduled Finish Date
AF = Actual Finish Date

Is it possible to create such a chart? It reminds me of a gantt chart but all on one line and kind of overlapped...
