Chart - Why won't both bars show up??? Source is correct!

I've got combination chart that should be graphing 2 columns ( bars ).
The top row is the actuals and the bottom is the goal metric.
Example: Actual items quoted without Error was 98% Goal is 100%

The problem is that right now, it only graphs the bottom row ( showing the stagnate "100% goal bar" -all the way out from Jan to Dec ).
I thought that the other bar might just be invisible with a white color - but don't see that series graphing at all- when I hover across the chart -- looking for an invisible series to right click upon....

I've right clicked on it on every option, type, etc and even verified that the source was picking up all that it was supposed to -- and it is!

If I right click and check out SOURCE DATA ( Series Tab ) it shows both items in the Series block on the left with the actuals being the top item..

There's something limiting it -- keeping it from building a column ( bar) for both rows of metrics?

I work with tons of charts and have never had it "NOT" graph something that I've highlighted as source data...
This is making me nutso!

Hi,

Is the problem that the second set of data (Goal) is on the secondary axis and obscuring the other set of data.

Try changing one of the 100% value to zero and see if it reveals the other data.

I tried changing one of the goal metrics to 68% and saw no real change in the chart ( other than the bar lowering )...

For some reason it is only showing the bottom row....
For instance:
Spreadsheet columns B:M , Row ONE holds the Headers: Jan, Feb etc
Row 2 holds the Actuals
Row 3 holds the Goal ( stagnate amount for all months )

The monthly headers appear in the graph table
Theh word ACTUALS and GOAL appear as well --
The Metrics all appear in the table ( row 2 and 3 )
BUT the only bars that appear on the chart are the row 3 figures... ( thus, 12 bars that all are the same since they are the goal... )

Why won't it pick up ROW 2 and show it's BAR instead...
I don't need 2 bars ....just one that shows the actuals...

The source range is okay- ( obviously, because everything in row 1 and row 3 --which is above and below the ACTUALs are appearing in the chart table )

I've trying checkmarking and unchecking everthing I can think of ( including Primary and Secondary ) but nothing seems to work?
Right now, if I right click on the bars that DO show, the setting shows Primary. ( I tied checking Secondary -but no change )..
