Formula for working out minutes per mile.

I have been asked to set up a formula for working out minutes per mile. For instance if a person runs for 20 minutes at a speed of 6.4 miles per hour and covers a 2.13 miles then the minutes per mile should be 9.23 (according to a website i found) however i tried to work out how the website works this figure out. Has anyone got any suggestions please.

Oh , i see. Richie discovered that it is 9 minutes and 23 seconds (formatted as "h:mm:ss") and not 9.23 minutes
