Formula selection

I need to able to input city, county, csp territory and protection class territory. Where I input the city and county, and then the corresponding csp, and protection class is pulled from another sheet. I tried vlookup per a YouTube channel but it's not working correctly. Any other ideas?

I want to able to input 123 main street, AGNEW SANTA CLARA and excel pull the territory and csp from one sheet to another.

You can use a helper column in each sheet with =A1&B1 to create unique values then VLOOKUP off of that.
