Automated Player Distribution to Group

Hi,

I would like to seek some help over here for my school band distribution program. The flow of the flow chart as below :-

1. Individual Registration based on school
2. Automated grouping based on individual instruments (e.g.Flute, Clarinet)
3. Automated distribution into the Band A & Band B based on the strength where it start with distributing the higher strength player individually (e.g. Strength 3 = Best, Strength 2 = Moderate, Strength 1 = Beginner) follow by the moderate and last beginner.
4. Once the player is distributed evenly, the chart will automatically highlight the player based on their school colour.

I hope someone can help me out as I'm looking into having a camp with 500 students and distributing them into the respective band will be a nightmare.
