A formula to build a formula

I have a series of graphs that depict different account categories by day and by month. These graphs show daily budget and daily actual. August would have 31 Plot Points with a bar graph representing Actual and a line depicting budget

The graphs populate via formula by Accounting Date. I have been asked to add 1 condition box for each category that would reside right above each graph. A circle would indicate Actual was less than or equal to Budget and a X would show that Actual exceeded budget.

The trick here is you are adding total monthly Budget to date and measuring against total monthly Actual to date. My question is:

"How can I build a formula that depicts overall condition based on that days data in a cell lets say K2 for example?"

So if I am processing August 4th it would give the result in Cell K2
or if I am processing August 5th it would give the result in Cell K2

I maybe suffering heat stroke here but all attempts have failed thus far
