Two vertical axes line graph

I need to show overall trends with state data that have different beginning years and the same end year (2014). My goal is to have two vertical axes, one that is labeled "Start Year" and the other labeled "2014," with a line for each state's data. Each line will correspond to a state, and I would like the state name to be listed next to its starting point left of the "Start Year" axis. There should be 28 lines in total, all beginning on the START Axis and ending on the 2014 Axis. The data is:

Any recommendations for how to create this?

Use a custom number format of #,##0,K. Each comma after the final 0 will divide the displayed number by another thousand
How are you going to rationalize the different starting years? The slope of the line in a slope graph provides as much information as the endpoints of the line. You even have some cases where the two values are the same (KSD, MI, NH, etc., in fact 40% of them): does this mean that there has been no change (in which case you should plot a horizontal line), or that the only data point you have is the value for 2014 (in which case you should only plot the point for 2014 and no line)?

Unless you have consistent start and end points, a slope graph will not show the data clearly. It will distort the slopes, giving an incorrect comparison of changes between states.

This is something you need to think about before committing this data to a chart.
