Dynamic Excel Chart Scales - How to reference cell instead of auto or manual scale

I'd like to create my own max and min for an excel chart axis scale for both my primary and secondary axes. I know this needs to be done via VBA but I don't know where to begin. Any tips?
 

Excel Facts
