Finding the failure point team

Need to locate the team in a timeline when the goal time is reached. I have two tables the first shows the (A) record id (B) team name (C) date and time. Records can have multiple rows because they go through multiple teams. The second table holds the goal details for the records.

So record id 1 goes through five changes of team and the target is in the middle of the overall duration. How can i find the team that had the ticket at that time when the ticket reached its goal time. Some of the team assignments go over days or just minutes.

Think i can complete this with the lookup function had a mental block with vlookup echoing in my mind.
