Rounding up or down relative value

I have what must be a simple problem, but haven't been able to find an answer. Hope someone can help, or at least post a link if this has already been answered.

I have a number in A1 and a number in B1. I want to calculate the average. I wish to round up if B1 is higher than A1, or round down if B1 is lower than A1.

Would like to testing the formula at home on Excel 2004 (Mac), if that is relevant at all.

c1=IF(A1>B1,(ROUNDDOWN(AVERAGE(A1:B1),1)),ROUNDUP(AVERAGE(A1:B1),1))
