Help with Word Table

Good day all

I need help with a MS Word form. I've searched all over the net and followed everything I've seen (I think) and I'm still stuck.

I have a word table that I want people to fill out as a form. but I don't want the person to be able to change the forms layout. Specifically the height or width of cells.

Even when I set a specific height and width for the cell and uncheck "Automatically Resize to Fit Contents" it will still change the cell height but width will lock.

Please help If you can. is there anyway to upload the file so you can see whats going on?

And yes I realize Adobe is the way to go but my company will not purchase it....
