Filter Issue with measues / Power Pivot

Hi Everyone,

I've got an issue where I can't figure out how to exclude rows without data in certain columns/measures.

I've attached a picture to show what I'm talking about, specific issue is outlined in red.

The two rows (week numbers) without data in the "Downstock Hours" measure are affecting every other measure that depends on the hours being there, to correctly measure efficiency.

The bad data itself is a result of someone not correctly checking into the right category of work, but then doing that kind of work. We can't directly connect actions to the type of work someone is checked in for unfortunately.

Does this seem like an issue I can fix at the pivot level? Or do I have to figure out a way to fix it at the raw data level? I have a filter on Downstock Hours being > 0, but that doesn't seem to work, because if it detects any hours, it displays all of the data.
