Power Query in excel 2016 issue importing text firl

I'm trying to create a new connection and import a text file so I can work with power query.

I was expecting to see
File Origin Delimiter
1252: Western European (Windows) ~

but I only see

File Origin
1252: Western European (windows)

how can I get the delimiter box to show I have 40 columns of data separated with ~

your picture doesn't exist
your steps are: Data - New Query - From File - (choose proper) - Import?

try this way:
file_name.txt change extension to file_name.csv
or simply add extension: file_name.txt.csv
then try import again

btw.don't open your txt file just change extension
