Is there a way to do absolute references in Power BI like there is in Excel. Essentially I want to be able to always reference a single cell value in a table visual.

What is =ROMAN(40) in Excel?
The Roman numeral for 40 is XL. Bill "MrExcel" Jelen's 40th book was called MrExcel XL.
DAX does not 'understand' cell references. Depending on what you are trying to achieve you may need to play / modify the Filter Context with CALCULATE
