"Page" format to table - Power Pivot or Query

Hi There,

I am having trouble figuring out how to convert some data from a "Page" style format (for lack of a better word) to a table format. This is something I need to do with a lot of data in future & would like to learn how to do this correctly.

Can someone please point me in a direction to a good resource to learn this trick. See data below as one extract.
