Excel formula to Power BI DAX

Hi everyone,

I have this formula on Excel and I would like to transform to Power Bi, I have already tried but with no success. Could anyone help me?

Formula Excel

=SUMPRODUCT((COUNTIFS(M3:M16,M3:M16,N3:N16,P3-1)=0)* ((N3:N16=P3)+(N3:N16=P3-1)))
