Bar Graph not showing Correctly

Hi All,

So I have been trying to figure out this chart for a few hours now.
I have 3 headers which are people (eg A, B, C) and the cells below them reference an entry from another sheet with data validation (drop-down list of 4 items)
When I hit a preview of the chart, all looks good but still not right (picture 1) but when I click "OK" on the chart, it shows numbers on the x-axis (picture 2). The cells under headers are already formatted to custom (0;-0;;@- to not show zeros)
I need it the data to show like (picture 3). Sample screenshot of where the data is coming from is (Picture 4) WHAT AM I DOING WRONG?? :'(
