Help with Golf Handicap Please

Our league needs help with handicaps. This is how we want to keep score:

For the first 5 rounds use the average score

From 6 to 10 rounds use 5 lowest scores

From 11 to 19 rounds use 7 lowest scores

After 20 rounds use the lowest 10 scores
