Need help for my Disc Golf League

I am in a 12 week doubles disc golf league, I'm in charge of making teams for the league and figured there is definitely an easier way to do this than just crosschecking if I already used the same names. We have 16 people, the goal is to make 4 cards per round (2 people per team) with two teams per card. You can't play with the same partner more than once. I tried arrays on google sheets but that wasn't producing teams that didn't repeat. I need some excel guru's advice!

Use =EDATE(A2,1) for one month later. Use EDATE(A2,12) for one year later.
