want to make my current file as template file which can be edited but cant be save. only saved as a new file

I have my current process template which people often use to and save it over, i want to make it as a templet so others can use to enter data but cant be able to save it. user must use save as to create a new file. so this way my template will always be remain with empty fields

Create a workbook as you normally would.
Save it as a Template, xltx or xltm, in your Templates folder.
Close the file.
Then navigate to Template folder and make the template READ ONLY.
