Need help with formula again

Good morning to you all!:)

I need your help please.

Here's my argument:

I have a telephone log spreadsheet that consist of multiple telephone numbers, time calls were made, duration of calls and amount charged

I need a formula to count the number of times a specific telephone number was called outside of the working hour of 3:30 PM.

Here is the formula that I tried but didn't work. I'm not getting the concept of creating an argument for a formula. (I guess I need more lessons..:mad:)

=COUNTIF(B6:B1560,">3:30 PM",D6:D1560,="203-376-3473")

Please help me if you can. I'd greatly appreciate it!!
