Creating a Macro to do my Conditional Formatting

Hi guys I'm currently trying to write a macro to do some conditional formatting for me on one of the reports I'm in charge of.

I would like like this macro to use the unique values conditional format between two columns on two separate workbooks. Instead of just highlighting the cells I'm hoping there is a way to highlight the rows that the unique values are found. These columns also have the same header which might help.
