round chart using excel

hello !
i want to create a chart where one axis will be degrees and the other a certain measurement anyway. i want this chart to look round (not a pie chart). how can i achieve this ?
ps i want something like the attached photo. thank youu :D

 

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
I'm thinking that would be a plot you would cross at zero, equal offsets all ways and maybe superimpose a circular image as a water mark in the background
