Is this possible: Mail Merge/VBA to merge PDFs into one document based on cell values

Hi all,
This is a speculative idea for a project I am working on for staff at three local schools.

I have a set of data from a google form about staff understanding of different ICT tools/skills. E.g. Saving documents as a PDF, with the answer rated:
Very Confident
Confident
Unconfident - would like training
Very unconfident - training priority

I have written a page in word (have a .docx and .pdf copy) to support staff for each of the 50 tools/skills I surveyed.

I would like to create custom 'packs' for staff based on their responses in the survey. i.e. if they entered unconfident for 20 of the tools/skills they will receive a pack that has the sheets only for those tools/skills.

There's 800 staff in total so manually creating these packs is unlikely to be possible, so I'm interested to know if this is at all possible, or if it is a crazy idea.

Your advice is much appreciated.
